Intelligent Metering System (iMSys)
The rollout of smart meters in Germany is set to accelerate significantly over the coming years. The regulations for these so-called intelligent metering systems (iMSys) are complex. We have compiled the most important questions and answers here.

Who receives an iMSys?
The mandatory rollout is scheduled to start in 2025, though installations can occur before then. Mandatory installation applies to users with:

More than 6,000 kWh annual consumption

A controllable load, such as a wallbox or heat pump (ยง14a EnWG)

An on-site generation system (e.g., PV system) with more than 7 kWp installed capacity
By the end of 2025, 25% of these mandatory rollout customers should be connected, reaching 95% by 2031.

Who installs the iMSys?
The rollout is the responsibility of the so-called basic metering point operators (MSB). In most cases, this is a subsidiary of the local distribution network operator. If the MSB fails to fulfill its rollout obligation, another metering point operator may be tasked with this duty after a certain period.
However, every customer also has the right to commission a competitive metering point operator for the installation.
How much does an iMSys cost?
Costs for an iMSys for end customers start at โฌ20 per year. For customers with controllable loads, the base price is โฌ50 annually. Additional costs may apply, for example, if the customer's equipment needs to be connected for grid operator control or if the meter cabinet requires modification.

What are the benefits of an iMSys?

Dynamic tariffs
More and more suppliers are offering dynamic tariffs. With these, the electricity price varies throughout the day, usually depending on the spot price on the energy exchange. For customers with controllable devices, this offers the opportunity to shift electricity consumption to lower-cost periods. This also supports climate protection, as electricity generation during low-price periods typically has a high share of renewable energy.

Direct marketing
Owners of a PV system can also register their system for direct marketing using an intelligent metering system. However, whether this is worthwhile and whether the proceeds from direct marketing exceed the provider's costs and justify the effort depends heavily on spot prices.
